Can't seem to find why toilet won't ALWAYS activate and discharge like it is supposed to... everytghing electrical seems OK but after its flooded the floor to let me know it didn't work I unplug it and replug it and it kicks in... is there a float or something inside the container that needs cleaned

There sure is a float mechanism of sorts and all kinds of other parts, too!
I'd recommend that you take a few minutes and visit the site of the upflush toilet manufacturer and get the parts-breakdown/troubleshooting guide of your macerator pump system.
You can decide if you want to tackle the job after that... ;)
Could be the float mechanism... could be an issue within the electrical system of the pump itself... maybe?
