A spa wired from scratch is something ONLY a well seasoned DIYer or pro should even consider attempting. There is too much at stake. This is NOT a job to learn as you go.

I agree, not a job for someone who has not worked with 240 v. Check at Home Depot and Lowe's, I think Square D makes a kit just for a spa.
