How do you bid on jobs such as office buildings and call centers without over bidding?

If you already have an idea as to what a fair rate is in the location for the kind of work that you are going to do, than you take your chances. You have to sell yourself and prove yourself indispensable and that you will be the best one to do the job. You might charge a little more than others, but it might not matter because of the quality of the work that you do.

If you are just starting in that industry, then you might charge a little less than others in order to get your "foot in the door" so to speak. But, in the end, if you prove the quality of your work to be superior to that of others, then people don't usually mind paying a little bit more, if they really like your work.
