You can't uninstall an operating system if it's the only one installed, you can only format the disk. This is normally done by booting to the XP CD or using another boot disk that has the format command. Then on the next boot you would get the 'no operating system found' message.

First of all make sure that the problem is not related to a virus in the system.
    .
If you really want to reformat the disk and install a new OS :
    - Back up any data you want to keep (use other hard drive or memory stick)
    - Make sure you have a boot-up disk that includes fdisk.com and format.com
    - Start from your boot-up disk (in a: drive)
    - At the prompt type "fdisk.com" and CHECK the c: drive . Do not change the partitioning.
    - Again at the prompt type "format c:/u" and follow instructions. This command will delete EVERYTHING on your C drive. Including all the left over rubbish from previous OS installations.
    - Start CD drive with original Windows XP Operating System, and go for install.

    Ignore the SATA reply.

Dell give you a bunch of cd's and one of them is the windows reinstall cd, it gives you option to format during setup

To log-in try going to safe mode (f8 STRAIGHT after the POST screen) and go to Administrator account and you can remove the password from the account you need from there (assuming there isn't a password on the Administrator account ;P lol)

Before you take the drastic step of removing your OS, please explain why you want to do this and what problems you are having loading Windows.
