You might have some settings that are set to "disabled" and causing those certain tasks to be automatically discarded. If you are using Internet Explorer, go into the "Tools - Internet Options" menu, and go to the "security" tab. Click on the "Custom Levels" section at the bottom of the page & look in there particularly in the "download" section for something that might be set to "disabled". If you find some that seem relevant, try setting it to "prompt" so you don't just open it right up but rather enable it while forcing the computer to ask you first.
Let me know how it goes.

When I click internet options the window appears and then it disappears immediately
I could not do what you said
Why do you think this happens

Sorry to be so late in responding... if this is a computer which has multiple users, could it be you were not set up as an "administrator"? If this is the case, that might be what's preventing you from modifying those settings. If you are not set up as such, this is a good reason why you might not be able to download stuff also...
Hth... Pat.
