Hi ohsohappy,

From the information you have given it is difficult to say. The story could be an ethical dilemma presented as an example of cultural relativism. In other words, activities can only be understood in terms of what the culture regards as 'normal'. What is considered normal changes depending on circumstances. Fortunes of a cultural group can change overtime and perhaps this is what is being presented......Only a guess. More information is needed.
