A very good question, seriously. There shouldn't be a such thing as a legal working age, nor a "permit to work"--you may have to get one of those from your high school when you become a teenager. It's garbage. It should be the employer's decision whether your fit to work, not the state's.

I went for my frist job at 14--wrangling shopping carts and bagging groceries, which, even an 11-year-old can do--but I couldn't because in that same year my state made the legal working age 16. Yeah I got paid and liked the cash, but most importantly I made a lot of friends and loved going to work because of that.

I digress. So, with the occupational protection given to you by the state that you never asked for, your only options are working privately and most likely solitarily: so cutting lawns, babysitting, paper-route, that sort of stuff.
