That should not make a difference in if you file or not. You will still owe who you owe, and then you will have penalties etc... from the IRS for not filing which is far worse.

If they will be garnished depends on who you owe, and if they have an order from the courts to garnish your taxes or wages.

If you owe the government... they will likely take it to satisfy at least part of the debt you owe.
