Okay I bought a Alcatel one touch used tablet and when I try to sign into my Google account it says this device was reset to continue sign in with a Google account that was previously synced on this device. I tried talking to the previous owner but she won't respond and I tried a hard reset on this tablet but it still does the same.

Are you sure that it isn't a stolen tablet?

Try calling Alcatel customer support and seeing if there is something else you can do. There is a the software reset, but I know there is also a hard factory reset as well, it is usually harder to do.
