    Do nonresident aliens file state taxes?
    So if someone is a nonresident for federal purposes, than he is a nonresident for all states or is resident in state where the university is located?
    Confusion, confusion...

    Non-resident for the state is different than non-resident for the federal return.

    File a resident return in the state you lived in during 2004.
