    The Democrats plantation
    Last week, the city of Pittsburgh announced that it was delaying the opening of the Sue Murray city pool, where hundreds of children, predominantly black and often living below the poverty line, would normally be enjoying each other's company and a cool dunk. Instead, it is shuttered. City officials say the reason is that there aren’t any lifeguards to fill the positions. Parents say it is because of the dangers their families face just walking the 50 yards from their homes at The Commons, a federally subsidized housing development, to the pool.
    Law-abiding citizens in this neighborhood, black and white, say they don’t understand why their peace of mind, quality of life, safety, respect, and dignity have to be sacrificed so that clever Democratic machine politicians can continue to ignore the massive drug problem nearby.........................................

    This ugly reality will affect the elections this fall, probably far more than the political class understands. Why? Because they never take the time to walk down a street like Cedar Avenue and ask how it is going. More importantly, they take for granted that they will always have the voters they have always had, never realizing most people have a breaking point.

    This ugly reality will affect the elections this fall, probably far more than the political class understands.
    The opportunity certainly seems to exist to turn a significant number of minority votes to the republican side. What specifically do you think repubs should do to facilitate that?

    Address their concerns . They are no different from us . Polls show the concerns are crime ,the economy and housing . We have documents many times here how the Dems have failed minorities regarding crime . The article posted addresses 2 of the concerns in a single sentence .

    The economy? Expand the ideas of Jack Kemp with Enterprise Zones . Actually that idea goes back to Reconstruction when General Sherman's Special Field Order 15 allotted 40 acres to some families and the Government would loan them a mule to work the land .

    Kemp was a QB for the Buffalo Bills before he became a politician . He was ahead of his time .He saw urban blight in the Dem plantation every Sunday in the neighborhoods surrounding Buffalo's War Memorial Stadium. As a politician he set goals to address it.

    Kemp borrowed the ideas of Brit planner Peter Hall;who in turn borrowed from successful innovation in Hong Kong and Singapore .

    The main idea was reduce regulations and taxes and provide other incentives to entice minority owned businesses to open in blighted areas(cap gain preferences ;investment tax credits ,wage credits ) .These zones were called Empowerment zones or Enterprise Zones .What would start as low wage opportunities would evolve as the businesses grew and the workforce learned more skills .

    Kemp as a Rep and later Sec HUD in the 1980s started to introduce legislation for these zones . Reagan and GHW Bush would've signed such legislation into law. But the Dem Congress refused to pass them until 1993 in an Omnibus bill.

    But some states had created such zones . In all cases employment in the communities increased . A GAO study of the Maryland zones found employment increases of 63% and 76% in 2 of the zones. However the "nonpartisan" GAO could not attribute the increases to the zones themselves .

    A study of the New Jersey zones found that for every dollar spent in zone activity ,$1.90 in taxes were generated ....a significant return on investment .

    Bubba renamed them as "empowerment zones " and finally Congress passed a bill more than a decade after it was proposed. And of course Bubba screwed the plan up .Kemp envisioned hundreds of these zones. Bubba picked 6 cities and 3 rural areas . There were 520 applications across the nation for the 9 spots.

    The concept works . Despite a lack of empirical data it is generally understood by planners to be a success. What is needed is an expansion of the concept across the country.

    The big caveat would be that these zones will not be as successful as they can be if crime is not addressed .Who in their right mind would open a business subject to routine if not daily in some cases plunder and vandalism ?

    Crime desperately needs to be addressed, but that means more arrests, more violent confrontations between criminals and the cops, and increased prison pops, all of which feeds into a narrative dearly loved by the liberal media.

    Education is a tough issue. I worked in two schools which were 90% or better minority. In one of them we went from the lowest possible score on state tests (1) to the highest score (5) in four years, so it can be done, but it takes community support, great teachers and an orderly environment, three conditions which are in short supply these days. I really feel sorry for these black parents who are forced to send their kids to low performing schools. It's an issue that is practically never talked about.

    I can see enterprise zones working, but it will not be easy.

    Restoration of the two-parent family is probably the most effective tool is reducing poverty.

    Increasingly single parent homes are becoming a non-racial issue. You asked how Repubs can facilitate increasing minority recruitment . To me crime is the one obvious thing that can be addressed .No one in any community wants to be victims of predators .The Dem solution to policing has been an unmitigated disaster.Note the minority community in San Fran took notice by overwhelmingly recalling the incompetent Chesa Bodin .I think people in LA are similarly disgusted with DA Gasgon . In fact people across the nation are getting disgusted with all the Soros sponsored DAs .


    There is an opportunity here if the Repubs are willing to seize it .All they need to do is speak the truth . 2020 Trump gained support amongst minorities by speaking the truth about the Dem plantation. There was a 6 point swing to Trump among Blacks 5 points among Hispanics, and 7 points among Asian Americans. Now remember ;the progressives called Trump a racist and xenophobic .
    What it proves is that no group majority or minority is monolithic. There are opportunities to take .

    Mayra Flores;Mexican-born Christian conservative Repub won a seat in Texas that had been in Dem control for decades . Recruiting conservative minority candidates will also help. The time is right.

    There probably is a greater prospect of gain among Hispanics than among black Americans. Perhaps not, but the attachment to the dem party with blacks is very strong.

    The great red wave seems to be a likely event, but even at that we will still end up in mostly political deadlock. The WH must be changed.

    If the repubs take over the Congress, they need to hold hearings on Schumer's reckless comments that nearly led to an attempt on the life of a SCOTUS justice.
