May have a safety switch. Take it apart to look for water, dead mouse, dust and dirt, etc?

I installed a new one in a customers window last week. Plugged it in, hit power, took about 15 seconds to start up, must be a computer check.

You would have to follow from the cord connections through the switches/electronics

I would clean it and check the motor to make sure it turns freely. If so, oil it and clean it out well with coil cleaner (alkaline type). Make sure capacitor is dry on top where the wires attach. It could be that when it was moved something shifted and jammed the motor.

When a window air conditioner is stored where it gets cold it is possible for the charge of liquified gas in the thermostat to migrate to the diaphragm at the rear of the switch located on the control panel on the AC. To fix this simply warm the thermostat mounted on control panel using a blow drier set to low or medium. You need to unplug unit and remove any screws holding panel in order to be able to warm the air behind controls. Then put a piece of ice on end of cap tube farthest from thermostat body. Charge will then jump to coldest place on tube and it will begin to work.

It does not have to be in a cold place. All it needs is to sit where the thermostat body is cooler than the capillary tube. I live in Florida, too, and still see this from time to time.

It does come on and run. But it doesn't seem so cold outside
