I'm trying to find the name a movie and all I can remember is that there is a guy in it who I think is a killer and he's arguing with a psychiatrist after he's been caught (I think the psychiatrist is a black guy) as to weather or not he is insane. He's trying to plead insanity to avoid the death penalty but in the end the psychiatrist decides he's not insane and says something like - "There's just too many of you," or something like that.

The only other thing I remember is a scene where the killer is with a woman and they're dressed in black at night and having sex while outside hiding in the trees and spying on someone because they maybe get off on killing and maybe the person they're spying on is someone they're about to bump off.

It may have been a T.V. movie, 80's but more than likely 90's I think. Any ideas?
