I was supposed to get 5 packages Overnight Priority by 10:30 AM on Friday.
I received 4 Packages and have yet to receive 5th package now scheduled to
Arrive on Monday. Do I have a legitimate complaint? For a adjustment of the
Charges?

The shipper (who is considered the payee normally) would have a claim depending on the level of service they paid for.
There is guaranteed overnight, guaranteed next day and so on.
If there was a guaranteed arrival date paid for ( not merely an estimated date) then the shipper has a claim for the service paid for.

If you were buying something from someone, and they promised you arrival as part of your purchase agreement, you would have a claim against the seller or shipper.

What does "in the end mean". Unless the items were shipped under your account and you are being billed directly for the cost, then it is the seller that has the claim, not you. You need to deal with the seller for any adjustment to what you paid.

You can always make a claim to be reimbursed when service fall short, and I would ask for an adjustment to be made, but how that's done would be up to the seller, if they agree at all.

Your beef is with the Store that you paid to have your package shipped. They should adjust your bill accordingly. The Store then has a claim against the shipper.

The main point here is that A pays C. In this case both A & B are X. But B's problem is with A A's problem is with C. So B asks A for an adjustment and A puts in a claim with C for an adjustment.
