    It will have to be arranged ( if they will even allow it) though the Sheriff and/or the chief deputy of the jail. They will have to make arrangements for the person in jail to properly apply. So the only thing you can do, is meet with the jail officials and ask for their procedure, if any.

    Not on jails, (actually most) do not allow marriages within the jails of prisoners.

    To even get a license you both must be there in person.

    Public Marriage License Requirements

    Both UNMARRIED applicants must be present
    Looks like you wait for him to get out. When will that be?
