Start with the licensing division for the state (ny.gov). Meanwhile, look for a location, the hardest part. When you have one in mind, you apply for a permit from the city or borough (probably info online for that too) for that address. Don't lease anything until you know it will be OK, or at least write a clause in a contract that you have time to get out of it if your permit is denied. It helps if you know what the requirements are for your studio - parking is a big one. Don't go by what a leasing agent or landlord says. You may be required to apply to the city zoning board too, and you may find all sorts of details regarding ceiling height, size and number of exits, and maximum occupancy. None of this is easy, so the better you get at researching, calling, and asking around on your own, the better off you will be. The permit and zoning may all be together in one office. Depends on where you are. General advice from people on Ask sites can only go so far.

Having a karate school for years in Atlanta I can say you will need a city business license, and perhaps a county one. If you have tournaments or fights beyond sparring, the zoning will have to be OK for athlete matches.

And the zoning will also have to be OK for how they classify your business, mine fell under fitness center.

I had to prove liability insurance and also liability insurance for the students prior to my license being issued.

And of course I had to have the fire marshal office approve the building before we could open. (don't assume it is OK, just because other business there)

Also fire marshal office will set max number occupants in the building, so make sure usable square footage, exits all meet the number of people you will have in building,
I ran into serious issues when we did some tournaments.

And a word of advice, have ever member (or member parents if a minor) sign a accident wavier if they are hurt in practice. And make sure parent is the legal guardian, I had a dad sign up his son, son got a bloodly lip, and mom sued us. Mom had legal custody.
