    Download.com search by free license and your OS. You may be redirected to CNet, make certain the programs states that it is free and not trial and fully functional. Also look and number of downloads as well as reviews

    The GIMP is a opensource photo editor similar to photoshop that is available on Windows, Mac OSX and Linux. There are other applications that are available, however GIMP has a large developer base and is a mature and stable project.
