It all depends on where the parentheses are placed.

    Use PEMDAS

Parenthesis (there are none in this equation), Exponents (there are none in this equation), Multiplication ,Division, addition, subtraction.

    So, the equation is 30 + 30 x 0 + 1

Following the order above, using PEMDAS, how would you solve this? What would you start with?

    Yes, it can be solved.

Did you try solving it using PEMDAS? I gave you a detailed description on how to solve this, all you have to do is follow the steps and you'll get your answer.

So, what would be the first step using PEMDAS?

Okay, let's start from the beginning.

Parenthesis. There are none, so you move to the next.
Exponents. There are none, so you move to the next.
    Multiplication, 30x0 = 0
Division. There isn't a division, so you move on.
    Addition. It's now 30 + 0 + 1
    Subtraction. There is none.

    So, you end up with 30 + 0 + 1 which equals?
