My husband is thinking of starting a business of Software Development. It would be a sole-proprietorship in Illinois. Initially, we are not going to employ anyone. It would be OutSourcing to Indian Company.

The best place to start is the Small Business Administration. They can point you in the right direction regarding legal requirements. They also can point you in the direction of finding a mentor for you husband. These are usually retired business professionals who donate their time to people like your husband. They have been through it all before and know the ins and outs of start ups.
