    How to fix a medium-complexity office process?
    The process involves five different tasks performed by five different people in five different organizations, and which currently is very frustrating and unpredictable in terms of outcomes: quality, duration, effort, and rework.

    Assuming this is a real life question, not a homework. The issue is that the engineer reviewing this has to be working for someone over all organizations. Then it has to be sold to the group over all 5 of these individuals.

    All charges have to be done at the same time, since each will effect the other.
