    Job titles are not universal. A title in one company can be very different in duties and responsibilities in another company. So you have to look within the company structure and org chart for these answers.

    Is this homework? If you are doing this for a real company, then you need to discuss the hierarchy starting with the head person on down. If this is a homework assignment, then you decide.

    If this is a real company, then it is ,what it is, where you work.

    There is no always title, higher than another title most of the time.

    Example, in my old company a regional manager was under the state manager ( it was a region of the state)
    In the company before that, a regional manager was over the state manager.( regions were several states)
