    Hvac
    My heat & air unit inside is working but the outside unit is not.. I have checked all flip breakers.. When therostat is on heat or cool inside unit come on.. Outside unit makes a quiet buzzing noise & fan blade doesn't turn..

    Sounds like you have either lost line voltage power to the outdoor unit, or a capacitor has failed. Check your outdoor disconnect for fuses, and check the dual capacitor for failure (see pic - middle image is of a failed capacitor. Notice the swelled top). Make sure power supply to outdoor unit is OFF before opening up the control compartment.

    It sound like there is a blown fuse in your outdoor unit disconnect
