    If my car is stationary
    If my car was stationary and I went to close my door when the other moving car hits my door who at fault.

    It depends - we need more details. If your door was opened into the right-of-way of a public road you could be at fault for causing an obstruction. But if your car was in a parking lot and some idiot just ran into the open door as he tried to pull into the space nextto you then it's his fault.
