An acid with a pKa greater than that of another acid is WEAKER. If the pKa of acid1 = 4 and pKa of acid2 = 5, then acid1 is stronger than acid2. This must be explained in your textbook.

For the record, the pKa of dibromoacetic acid is 1.48. This is very strong for an organic acid. It is only slightly less acidic than dichloroacetic acid (pKa 1.25) and much stronger than formic acid (pKa 3.77).
