WinXP Pro Startup in Safe Mode
Trying to access and use the SAFE Mode start up. Accessing the safe mode causes the following: (1) a display of the "installed equip," (2) Followed by the BSOD, (3) followed by blank screen and lockup. Upon occasion it will go through this twice. The computer was brought to me after an attempt to install a new PCI video card. The installer disabled the onboard video, and this is what I have now! Oh, I have tried to reload the WIN XP Pro OS, but It will but to the Start up and then start this above foolishness again. Any suggestions would be beneficial!

2/ re-enable onboard graphics in BIOS
3/ load most current drivers for new graphics card
    4/ replace new graphics card
5/ Boot normally to allow system to install new hardware
    6/ disable onboard
7/ plug monitor into new graphics card are reboot
    8/ Bob's your uncle.

Curlyben gave a good answer. You might also check with the new card's manufacturer and make sure it is compatible with XP.
