    Should the higher education be free?
    Higher Education has large externalities. Therefore, higher education
    Should be provided free of charge to anyone wanting to enroll.

    Is this true, false or uncertain?
    Please add some intuition as well.

    What are the arguments for and pro subsidizing higher education?
