That would be military time.

00:20 is 12:20 am and 14:50 would be 2:50 pm.

Its called the 24 hour clock. Starting at l2 then l is l3, 2 is l4, etc. all the way around to l2 again which becomes 24. Therefore the 24 hour clock. Its used by the military et al.
