    Universe constant fluctuation
Our universe is constantly fluctuating from being present and absent at very high frequency. This is the most convenient explanation for the motion phenomenon. If it were not for these flickerings the universe and all its contents would be like a vast 3d model but static.or maybe something alien to us. Because all the forces the weak , and the strong require a medium to travel.
Imagine a large lively picture on a canvass. The subjects in the canvas do not have any independent motion. Without these fluctuations we would be like that.

This is no question but a statement. A statement based on a hypothesis, not a scientific Theory.
The universe as the world of the big is not constantly fluctuating at all.
Only on quantum level matter is constantly fluctuating from being present to being absent.
    .
So far all attempts to unification of the world of the big (Einsteins Relativity) with the world of the small (Quantum Physics) have failed, even though the still hypothetical String "Theory" intends to do so.
    .
This "question" provides an interesting view on motion. But I like to point out that it is only another hypothesis. Nothing else.
    ;)
