    Declaration fees
    I have a friend who has a son 17 yrs old who has elected to live in Ghana. The son was born here in the USA. The father is a US citizen and the mother (deceased) was from Ghana.

    The father is requesting that the son return to the US to finish his education. The passport and all documents are now complete and confirmed however the relatives in Ghana are now telling the father here in the USA that he needs to pay additional declaration fees.

    The father has paid on several requests over $2000.00 USD. The father secured his son a plane ticket home but was told today that his son has to pay a late fee for the declaration fee of $400.00 and when the father paid, he received another call stating he needs to pay an additional $150.00 USD because the fee just went up. Is this correct? Here are my questions:

    1. If the child is born in the USA to parents of which are Father (USA CITIZEN) and Mother (DECEASED) who was from Ghana does the child have duel citizenship?

    2. Is there a Declaration fee for a US citizen to return to the USA?

    3. Is their a Cap (limit) on what can be charged for a declaration fee?

    4. Isn’t a US passport validation enough to inter the USA as a US citizen?

    5. Is this fraud on the relative’s part in Ghana to just swindle the father out of his money?

    Wow, you are being scammed by family member! That's crazy...

    There are NO FEES for a US citizen to return to the US, if the child has a US passport and the only parent with custody has authorized the travel he can walk into the airport in Ghana and get on the plane.

    Have the father contact the US Embassy in Ghana and they should help him out and maybe get these people arrested for scamming him.
