What does the custody order say? What does the custodial grandparent want to happen?

The non-residential grandmother (the one that does not have temporary custody) may contact her attorney to file a complaint stating that she would like to have visitation time with her grandchild.

This is a mix bag , there are some states that will honor and will issue grandparents rights and visitation. So the grandparents without custody will have to go to court and get a court order for visists if the other grandparents will not just let them visit. If there is no safety issue the other grandparents should be allowed some visits, it is their grandchild also.

Actually there is no complaint to be filed here. It's not that type of matter.

The wording of the custody agreement is important. If the non-custodial Grandparents are NOT excluded hopefully the Grandparents can work something out. If the concern is - and it often is - that the parents will be allowed to see the children during non-custodial Grandparent visits - then the parties go back to their Family Court (or whatever handles these matters in their area) and Petitions for visitation and the Court decides whether visitation is appropriate and sets parameters.
