    Commenting on a crime isn't a crime.

    But COMMITTING a crime is.

Committing means that you are in the process of committing the crime. So that is when the crime would be committed.

    Thinking about a crime isn't a crime.

    Hello P:

In addition to the great answer you already received, I want to add that even conspiring to commit a crime ISN'T a crime, unless once commits an overt act in the furtherance of the conspiracy.

In other words, you can say to your buddy, "Hey, let's rob a bank", and he can say "ok, how many guns do I need?", and THAT isn't a crime.

But, the second one of you steps into a gun shop, you're a criminal.
