Yes. Salt water has HUGE effects on plant growth. There have been efforts to develop crops that will grow in mildly salty (brackish) water. You can look that up .

As for grey water, people use it gardens all the time, as you probably know. How it affects plant growth will depend on what's in the grey water and what kind of plant too.
