You may also try to move the System slide switch from HEAT back to OFF and then HEAT again to see if it works. Open the unit and check if any wire (especially R and W) is loose.

HE setting is needed for electric furnace. HG is for gas furnace which will turn on the fan by itself.

Set to HG if your furnace will turn on the fan by itself (usually after a slight delay)
Set to HE if you furnace will not turn on the fan and need the thermostat to specifically turn it on also.

'4' is probably same as RH. You can try using the jumper to connect Rc and Rh to see if it work.
