IN our current and new apartment there is new carpet and new padding, BUT in the dineing area only it stinks of some kind of pet urine. They have sealed under the padding and two feet up the walls. No matter what time of day or if the windows are open or closed it still stinks awful. Mostly smells where the carpet and wall meet. The apartment manager is going to replace the tac boards this Friday, really doubtfull it will do anything. Please what could this smell be or how can I get rid of it?

The urine sank into the wood flooring, wall, and tack strips, probably dogs who lifted their legs, and I have no idea what they thought they 'sealed' with, but I would suggest that they roll the carpeting back and bleach the heck out of the wood, run fans for 3 days, and try again. And paint the wall and baseboards again.
