Installed new valves and seats in a 3 handle valve. When I turn the diverter valve to open water stops coming out of the spout but no water comes from the shower head. Everything worked fine five minutes before I changed the valve only problem with the old valve is water trickling out of the spout and normal out of the shower head.

The valve should be in the closed position when installed, correct?

It's a Price Pfister 12H-18D diverter valve.
