TAlk to your parents first if they say OK it just as simple as going to court and having you named his gardian till he reaches 18... If there is a problem with your parnets meaning there not treating him right you will more then likely have to go through dshs child division they can help with every thing if they can see you're a better parnet then yours. But first things first talk to your parnets or who ever has custody of your brother...

Where does he live now? Why does he want to live with you? How old are you? What is your living situation?

Again, it is not that simple - the person wanting to have custody, be a guardian, has to be self supporting, have a place to live and be over the age of 21, plus be emotionally stable. More info is necessary.
