Couple things..
Washington DOC doesn't HAVE jurisdiction... That's why the LOCAL cops will arrest you.. They don't "proceed" against you.. They just HOLD you for the arresting state. If the DOC doesn't come to get you, they'll let you go. But, they WILL come.
Like I said, warrants are upheld from coast to coast. There are NO safe states.
Next. When you abscond, your time stops. It will only begin again when you're in custody.

All the US states have mutual extradition rules. Unless the arresting state wants to prosecute you for a crime within their state or you fight extradition on valid grounds. If you are arrested on an outstanding warrant, you will be held for extradition.
Now it is possible that the nature of the warrant and the crime may cause the arresting state to not hold you or that the issuing state doesn't want to go through the expense of an extradition. But I wouldn't count on that.
But as excon said outstanding arrest warrants are honored all over the US.

But, it's NOT like that. You don't get credit for time spent on escape and/or a violation. So, your time ISN'T running, and the warrant will last FOREVER.
