I am installing a whirpool tub that was roughed in for a end drain but the tub I have has the outlet on the side. I can raise it up so I have the correct pitch to the p-trap but will the inspector have a problem with this?

This should be no problem with the drainage provided you have 1/4" per ft. grade and the added length of the drain is within the maximum length provide by local plumbing codes
Yes, drain is in wrong location. You have to either raise the tub several inches of break the floor and move drain to correct location.
You have options here. The easiest would be tosimply platform the tub and pipe to the trap. However, the best plumbing practice would be to move the trap and raiser.
Check with your local Building Department about platforming the tub and dog legging the drain to the trap. Good luck, tom
