Orion represents 22% of total revenue ($44M out of total of $200M for all product sales). If you assume that all products are priced the same then because there are 400,000 total customers that means Orion has 0.22 x 400,000 = 88,000 customers. This is a big assumption - but you 've given no data on relative pricing of the various products.

Small business customers represent 24% of the total revenue, so there are 0.24 x 88,000 = 21,120 small business Orion customers.

The revenus split by region is given - so if you assume that Orion's revenue split is the same as the total split (a big assumption, but no other data is given), then you can multiply the total number of small business Orion customers by the percentage that each region reporesents. For example, the Central region represents 15% of sales ($30M or out of $200M) so you would expect the number of small business Orion customers in the Central region to be 0.15 x 21120 = 3168. Repeat this calculation for all regions - you'll find that there are several that fall ito the 4000- 5000 range.
