It's not hard. Grab scissors, cut the fringe the way you see in the picture, put the beads on, tie a knot.

Actually, you'll get the effect better if you only cut a 1 cm line and then rip the rest of the opening, otherwise the fabric will want to fray where the cut stops. Since you're probably using jersey, you should pull on the fringes you teared to stretch out the fabric too (also stops fraying).
