I, a junior in high school, am interested in becoming a criminal justice social worker, but don't know which path is best as far as majors in college are concerned. I am unsure if I should major in criminal justice or social work.

Depending on the college, there may be a major that combines those two possibilities. Talk with your guidance counselor, and research colleges and their majors. You'll very likely need a master's degree or two after your bachelor's.
There are social work degrees, criminal justice degree, depends on what you are really wanting to do. Most social workers are not 'in" the criminal justice system, but work for social services or some private agency.
There are case workers within the prisons, inmate advocates and the such. Parole officers are not social workers but criminal justice workers. So what do you really want to do.
