    Vertical cast iron joint leak
I have a vertical cast iron toilet drain pipe and the joint appears to have a slow leak. I say this because there is water accumulation at the bottom of the joint as opposed to water coming from the top... so I don't think it has anything to do with the toilet seal. I saw some mention of recaulking the joint to reseal the joint but no mention of how to do this. As I understand it this involves using caulking irons to repack the lead. When I look at the bottom of the joint is see a rope-like material... is this what needs to be repacked? Alternatively, are there any other sealers I could try?

The rope that you see is possible Oakum, which is used to seal cast iron joints, molten lead is then poured into the joint over the Oakum and the lead is tamped down with the irons to hold it in place. To me it sounds like the joint may have been taken apart in the past or it never had lead in the first place. DO NOT try to pour molten lead in the joint now because the lead would cause steam in the joint and the lead will explode outward. I would do like was advised above and remove what is leaking and replace with PVC or use neoprene joint connectors, which ever is easier.

I would be tempted to dig out what I could and fill the joint with silicone or a fast setting epoxy. Get things clean and dry, and don't put anything down any of the drains above it until it has time to cure up.

Best thing is to wait and see what Tom has to say.
