Just moved in and the basement toilet sat up too high and therefore rocked so I took her out. Flange was rotted and broken so I took her out. Couldn't find any male flange to fit so I am using cast iron outside fiiting flange. Ok so I have chipped away at the slab floor until the flange is flush. Do I need to fill with cement and if so what kind? Would I also need to set flange mounting screws in the wet cement to avoid drilling into new possibly fragile concrete?

The flange is supposed to get secured to the closet bend, the sewage pipe. "using cast iron outside fiiting flange" which one? Something like this one Jones Stephens C40-420 - Cast Closet Flange

It looks like that but it has rubber and not neoprene that gets tightened down to secure to the cast iron closet pipe.
I have had a hammer and chisel in hand for 5 hours and got down deep enough for the flange to sit flush.
I have concrete screws but they will only go in about 1/8-1/4 inch. Will quickcrete work for a setting agent? Maybe special water resistant concrete? Maybe bettter answer than concrete at all?

For best results purchase some TAPCON concrete screws and drill bit... see images below.

Drill the hole to the proper depth as instructed in the package the screws come in and then drive the screws down into the concrete... will secure this real well.

Quickcrete will work... hydraulic cement will work even better, but not required.
