Honeywell RTH2300 installed - heat works in 'on' setting; does not work in ' auto' setting?"

JP1 heating fan control set to "HE" position (electric furnace).
JP2 heat pump reverse valve set to "O" position (orange wire attached).

(Installed about 6 months ago. worked fine in summer for cold "auto" setting.)
