I finally figured this out myself!!

    To program time settings:
    FIRST SET THE TIME
Set time with set time button, choose hour and minute

    NOW SET ON-HOURS , AND OFF-HOURS
    Slide switch to timer
    Press mode
    Program #1 on should appear
    Press set time
    Days should be blinking
Press Day until desired day combination appears
    Press set time
    Press hour until right hour
Press min until right minute appears

    Wait to quit blinking

Press next program, it will change to
    Program 1 off

Repete steps above for off time

    Photo cell setting:

    Slide button to photo cell
    Press mode
Press photo set until you get the number of hours you want to stay on

A couple of the previous answers refer to a domain name (thencc.com) that apparently no longer exists. Another answer provides instructions for a timer that seems to be different than the model 28011. I was able to find the instructions for the Westinghouse 28011 at the following link: http://waterheatertimer.org/pdf/Westinghouse-28011_Manual.pdf

OMGosh this is driving me nuts. I have this model number but no where on the actual timer is there anything labeled "mode." The instructions on the box say to press mode as well as the manual. I cannot figure this out! Even the photo of the front of it on the box doesn't have anything called "mode." Any help would be greatly appreciated!

    Best,
    Kate
