My 4 month old puppy looks at me as if for approval every time he is about to eat his food. Why?

I suspect because of learned behavior as a result of what happened before you got him. Just something like the owners teaching simple commands (sit, speak, wait) before being allowed to have his food might be one. Put down the food and squeek praise and pat him all at the same time and he will get over it.
