I have an oil painting that was given to me and I can‘t make out the artist. I have searched other sites but have had no luck. I am hoping you could shed some light. Thank You.

I recently purchases an oil painting, impressionist style and the only signature on the bottom of the painting is "TAT". The painting is of an old city street scene and is well done. But I have no idea who TAT is or what the value of the painting might be. Any help?
