I have a 1995 honda civic with a 1.6 sohc engine (D16Z6) and sometimes when I try to start it the engine turns over but won't fire, then I stop turning the engine after about five turns and try again and it starts reluctantly, if I rev the car up to 1500 rpm it starts to fluctuate but above or below that the engine sounds and performs fine , does anybody have any idea what might be the problem? Timing... dude

The current which goes to the spark plugs. They are timed. As to fire only at the specific position of the piston. Get the timing checked.

Also clean the spark plugs while you are at it..

Test/replace the Ignition Control Module and coil. Many AutoZone stores can do this for free.
