I am repairing a light fixture with a 3 way rotary switch, fixture has 3 up &1 down lights, they work in sequence (3up) or (bottom 1) or all together. Were do the three wire from swirch go and where do the incoming leads go?

A better description of the switch would have helped, since all switches are not marked the same. Some use colored wires, some use labels such as L1,L2, Common, etc.
The feed into the switch may be black or L1 or Common. Once you find the feed into the switch, the rest is easy by checking which output wire is hot iwhen the switch is in Position #1, #2 and so on. Connect the light you want to see on first to the wire that is live when switch is in the first On position.
There should only be three wires for this switch, one feed input or common, one for one light, and one for the other light. There is one position for each, and the last On position turns on both of theses wires to energize both lights at the same time.

There should be a black wire, this should be the hot input into the switch. The other two wires, one each is for the lights. Once you find the feed input, experiment which wire is live first as the switch is turned on, and connect to the light you would like to see on first.
