Time to scan your system for viruses/spyware as the referenced file is used by malware:
Here's my usual C&P for cases like this:
When was the last time you did some serious maintenance on your system ?
System maintenance includes:
Defrag
FULL patching
Virus scanning
Spyware scanning
removal of rubish files
Defrag is an inbuilt function in XP.
Open My Computer > Right click C: > Tools Tab and its there.
To make sure everything is running fine run both anti virus and anti spyware apps in normal AND safe modes. (make sure that they are updated first ! ;)) (AVG (http://free.grisoft.com/doc/1) is good and free AV)
(A couple of good removal tools are Spybot (http://www.safer-networking.org/) and Adaware (http://www.lavasoftusa.com/software/adaware/))
ALso an on line virus and spyware scanner is Trend Housecall (http://housecall.trendmicro.com/)
Just a note: actively running two AV's on one machine can cause problems.
So if you are thinking about it make sure your current one is disabled first.
Same thing applies to online scanners as well.
Removal of junk files is easy with CCleaner (http://www.ccleaner.com) a free app that does exactly what
If all this fails then a repair install may be in order:
Here's (http://www.microsoft.com/windowsxp/using/helpandsupport/learnmore/tips/doug92.mspx) the official Micro$oft way of doing it,
and Here's (http://www.geekstogo.com/forum/index.php?showtopic=138) one with screen shots.
Basically this installs windows over the top of your current setup.
So you don't loose any information you already have.
This lot should resolve your issue.

Well, it looks like by the "bar" it may be a toolbar, like a Google search, and the My Webs might be the name of the toolbar
Click Start, then control panel, Add/Remove Software, then look in that screen for any type of toolbar that you don't recognize, or either one saying My Webs and click on it, then click delete.
If you cannot do that then follow the path it gives you, you should click on "my computer" then click V, from there click ProRam~1, if you cannot find this it looks like it may be in the "windows" folder, so click on either one, once your in ProRam, click on MYWEBS~1, click bar, then click 8.bin, then right click the MWSBAR.DLL and click delete, if this does not work, go back to ProRam~1, and delete the MYWEBS~1 folder completely,
You should look for a program on the web called MWSBAR.DLL to see if it is not a needed file, but I doubt it is...
Good luck!

Haxzor, MyWeb is very well known spyware hence my maintenance C&P.
On the whole spyware CAN'T be removed by a simple Add/Remove routine.
The path name you are describing doesn't exist at all!
The tilde (~) indicates a shortened file name.
I could continue but I think you get the point.

Yes I do,
Sorry man, my expertise is only in hacking (hence, the name haxzor) lol,
Yes I'm a bad hacker gone to the good side, but my unix has always been locked down like a chineese prison lol... so I haven't had problems with spyware, my suggestion would be to only use popular search engines, and don't do any kind of banking, or give any Credit info... could be a keylogger, I know keyloggers run onn .DLL files...
Ide recommend a well-known Free anti-spyware program called Spybot S&D its very good...
Hope this helps!
(sorry curly, lol)
